Summary

Regulation 5/2025 of the Minister of Investment and Downstreaming/Head of BKPM (the Investment Coordinating Board) sets out guidelines and procedures for risk-based business licensing and investment facilities through the OSS (Online Single Submission) system. It implements a number of articles of PP 28/2025 and is the technical guideline for how the risk-based licensing framework runs in OSS.
