Summary
PP 21/2021 governs spatial planning: planning (general plans and detailed plans such as the RDTR, the detailed spatial plan), space utilization including Conformity of Spatial Utilization Activities (KKPR), control, supervision, guidance, and spatial planning institutions.
For businesses, this regulation matters because KKPR is the first basic requirement before a business licence. Whether a digital RDTR exists for your location determines whether KKPR can be issued automatically or must go through an assessment. The procedure in OSS (Online Single Submission) is now also governed by PP 28/2025.
