Minister of Trade Regulation No. 16 of 2025 on Import Policy and Regulation

Summary

Permendag 16/2025 comprehensively re-regulates import policy and import arrangements, including import licensing procedures through OSS (Online Single Submission) and INATRADE, the Ministry of Trade's licensing system. Imports may be carried out for business purposes or for non-business purposes.

Importers must hold an NIB (business identification number), which also serves as the Importer Identification Number (API). The regulation revokes Permendag 36/2023 and its amendments (including Permendag 8/2024), took effect on 29 August 2025, and has since been amended by Permendag 37/2025. For a PT PMA that plans to import goods, the NIB obtained through OSS therefore doubles as its importer identity, and any import licences are processed through OSS and INATRADE.
