Government Regulation No. 28 of 2025 on the Implementation of Risk-Based Business Licensing

Summary

PP 28/2025 is the current master regulation for business licensing in Indonesia. It covers basic requirements (spatial conformity, KKPR; environmental approval; building approval, PBG; and certificate of fitness, SLF), Business Licensing (PB), supporting business licences (PB UMKU), norms, standards, procedures and criteria, OSS (Online Single Submission) system services, supervision, evaluation, funding, resolution of obstacles, and sanctions.

It revokes PP 5/2021 and has applied since 5 June 2025. Its annexes contain thousands of pages of standards by sector and by KBLI (business classification code). Practical points in the main body include KKPR issued as an automatic confirmation where a detailed spatial plan (RDTR) exists, or as an approval where it does not; self-declaration for low-risk micro businesses; and a direct SLF route for existing buildings without an IMB or PBG. For a PT PMA, the risk level of each KBLI decides which licences it needs.
