Law No. 6 of 2023 on the Stipulation of Government Regulation in Lieu of Law No. 2 of 2022 on Job Creation as Law

Summary

Law 6/2023 enacts Government Regulation in Lieu of Law (Perppu) 2/2022 on Job Creation as a statute. The Perppu was issued to implement Constitutional Court Decision 91/PUU-XVIII/2020, which required the earlier Job Creation Law, Law 11/2020, to be revised. The body of the Law is only 4 pages; the substance sits in an annex of more than 1,100 pages.

That annex amends dozens of sectoral laws at once, covering risk-based business licensing, investment, micro and small businesses including the individual PT, employment, buildings, spatial planning, halal and more. For foreign investors, this means almost every licensing rule applied today, including Government Regulation (PP) 28/2025 and the OSS (Online Single Submission) licensing system, rests on this Law.
